Clinical Manager-Department of Human Services

The City of Lakewood is seeking a full time Clinical Manager in the Department of Human Services, Division of Youth, overseeing the Community Based Services contract with Cuyahoga County Department of Children and Family Services. Additionally, this position is responsible for managing staff and performing various professional functions, including: managing the operations assigned functions, providing clinical and administrative supervision to case management and social work functions, administering the Community Based Services program; and developing various reports. Carries out supervisory/managerial responsibility including: interviewing, hiring and training staff and interns, planning, assigning and directing work, appraising performance, rewarding and disciplining employees, preparing payroll data; addressing complaints and resolving problems and monitoring all direct service and community outreach services. Coordinates Division of Youth, Community Based Services social work operations, which include: reviewing and assigning cases, coordinating crisis interventions, maintaining and distributing funds, preparing billing information, monitoring community outreach programs, and identifying resources. Provides counseling services to clients, including: assessing clients; formulating treatment plans; consulting with medical/service providers; documenting activities; facilitating groups; and initiating referrals. Develops new programs, writes grants, assures program compliance with regulations and maintains related records. Receives requests for assistance, complaints, suggestions, etc., and handles or refers requests to appropriate staff members. Serves as a liaison and/or member of various committees/teams and collaborates, persuades, presents reports to and negotiates/networks with others outside own work area to coordinate efforts and maintain cooperative and efficient relations. Ensures quality standards and compliance with regulations are maintained.

MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
Master’s degree from an accredited college or university in related field; and,
Three to four years of progressively responsible related experience; or,
Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Licenses and Certifications:
Licensed Independent Social Worker (LISW) required; LISW-S preferred.
